Democracy, Legitimacy, and <scp>Mega?Project</scp> Politics: The Evolution of Lahore’s First <scp>BRT</scp> Corridor

This paper studies the politics surrounding implementation of Pakistan’s first mass transit project, Lahore Bus Rapid Transit corridor completed in 2013, to interrogate role that infrastructure mega-projects hold highly factional and democratising polities global South. Drawing on BRT as a case study, this posits development is increasingly interwoven with conceptions political legitimacy “modernising” governance, especially under conditions nascent democratic competition. We argue democratisation-led transformations political-institutional context state power has helped fashion new roles for mega-projects, which partly explains why mobilised projects had been ignored several decades. Finally, cautions infrastructure, while marking departure from previous patterns, can simultaneously constrain possibilities sustainable interventions going forward.
